Programming
- Ensure that all projects in province are implemented in timely, responsible and professional manner.
- Facilitate and ensure production of regular, quality narrative reports on project status by project managers/Program Coordinator; this includes adherence to agreed-to implementation and spending plans.
- Supervise projects activities and ensure quality and timely completion according to budget through Program field staff.
- Ensure program reports are submitted for review and onward submission to Grants and Reporting Coordinator in timely fashion.
- Ensure RASTI project goals, strategic plan and objectives compliment Program Framework and ensure implementation follows core programming principles.
- Ensure program/staff adherence to NGO Code of Conduct.
- Coordinate efforts to establish or refine systems for centralized data collection and recording for regular project monitoring and reporting.
- Ensure beneficiary accountability is included in project implementation.
- Support identification of future programming and funding opportunities for region.
- Contribute to preparation of proposals, budgets, and presentations.
- Review and approve all new program budgets and narrative.
- Monitor budget allocations and expenditures to ensure sound management and compliance with RASTI and donors' financial requirements and policies.
Representation and Coordination
- Liaise with local government, donors, and NGOs in order to promote RASTI activities, facilitate planning and cooperation, and identify opportunities for future projects and collaboration.
- Represent RASTI organizational policies, mandate and program at coordination in province, and as appropriate in Islamabad.
Team Leadership
- Oversee program, finance and operations staff in province.
- Promote professional working relationships among staff and among provincial and field staff; resolve staff conflicts and concerns in timely manner.
- Ensure appropriate management of survivor's cases by response team in effective and timely manner.
- Ensure that application of all local staff policies, contracts, and disciplinary documents conform to local labor laws.
Plans and Budgets
- Coordinate three years roll out and annual plan and budget for area office in line with organizational guideline.
- Ensure detail work plan of area office for smooth operation of annual plan.
Monitoring, evaluation, leaning's and reports, documentation
- Coordinate and support base line, indicators and strategic development plan.
- Coordinate at area office at periodical program and project reviews and timely support and corrective measures.
- Ensure regular learning's are generated and used in subsequent planning and strategic developments
- Preparation of quarterly progress reports, annual and Bi-Annual Reports to be sent to country office, monitoring and evaluation and impact assessment reports.
- Ensure appropriate documentation for visibility, sharing, reports including cases studies are done and filed.
Relationship building
- Maintaining partnership and good relationship with national and international NGOs, multi-lateral and bilateral institutions, CSOs
- Establish and enhance networking and alliance building with activists groups, social movements and research organizations that are pursuing similar Child Focused policy and advocacy agenda for child wellbeing especially in education, health , Child Rights, Adolescent Reproductive Health, and Rights and disaster preparedness.
Finance and Administration
- Ensure area office financial management including procurement with compliance of financial policy guidelines.
- Timely producing management account at area office level and generate timely variance reports and submit to country office.
- Make sure all organizational properties and logistics are administrated according to SOP.
- Ensure recruitments and human resource administration management meets minimum standards of HR policy.
Human Resource Development
- To play leadership role in team with activist perspective thus enabling them to contribute to rights based agenda.
- Supervise program, finance staff in area office with regular meetings to jointly track progress of work plan and support to implementing partners.
- Develop and train (facilitate training) team members for effective handling of their roles and responsibilities.
- Facilitate and strengthen staffs' capacity in developing Monitoring and Evaluation (PM&E) indicators at different levels.
- Monitor progress of unit against objectives set forth and expectations agreed while planning with other team members. This includes performance appraisals all staff reporting directly to position
- Responsible for mid-year and annual performance management that includes performance plan and assessment of staff.
Roles and functions as SMT member
- Providing overall clarity of direction and inspiration to staff and team in RASTI Pakistan
- Taking action to ensure that RASTI is accountable to stakeholders and holding itself accountable to staff and teams in organization
- Assigning priorities and allocating resources to strategic organizational units
- Trouble shooting and providing solutions to issues and challenges of larger implication to RASTI
- Listening and engaging with feedback from groups of staff in various forms such as staff survey results, letters or specific petitions from groups of staff etc. in mindset of consultation which may potentially change decisions or policy.
- Encouraging and supporting other SMT members to act responsibly in upholding financial integrity and ensuring prudent financial management of CP.
- Developing performance standards to improve unit's performance.
- Understanding and adhering to RASTI policies and procedures and ensuring all staff is doing same.
