
Sharafat Ali Chaudhry, the author of 'Law and Development' is an Advocate by profession with an academic background in the disciplines of Law, Social Sciences and Humanities. He is a member of ICT Child Protection Board, Federal Ministry of Human Rights, Government of Pakistan. He has worked as a legal expert with multiple UN Bodies as well as NGOs including UNICEF, UNDP, UNFPA, UNFAO, The Asia Foundation, Oxford Policy Management and Group Development Pakistan.
He is a well-known legislative drafting expert and has served as Legal Consultant for the Federal Ministry of Law & Justice and the Federal Ministry of Human Rights. He has drafted Rules under various federal and provincial statutes relating to Justice with Children and child protection and is the co-author of a Handbook on Child Courts jointly published by the Sindh Judicial Academy and Group Development Pakistan. He has also contributed to establish an e-court system in Pakistan protecting the child rights.
He is the founding Chairperson of the School for Law and Development and the founding partner of a law firm Hassan, Sharafat and Umer Advocates (HSU Advocates). He is also associated with the Cyprus-based international law firm Yiannis Papazacharia L.L.C.
As an adjunct faculty member, Sharafat teaches International Law, Human Rights Law and Criminal Law at KP Judicial Academy, Sindh Judicial Academy and Iqra University.
Held consultations with stakeholders and drafted Gilgit Baltistan Commission on the Status of Women Bill, 2021.
Reviewed Local Government and Cantonment Local Government Laws from standpoint of women in politics and suggested amendments to enhance women representation in local governments in Pakistan.
Prepared tools and frameworks for effective monitoring of implementation of all laws for the protection and women empowerment developed.
Conducted mapping of existing policies, legislation, programmes and reports against international commitments on women’s rights, GBV and Sexual and Reproductive Health (SRH) including focus on women with disabilities.
Established a functional tracking mechanism for the implementation of key policies and laws on women's rights/GB]
Reported outlining laws, rules and regulations affecting the status and rights of women with special focus on women with disability with recommendations for better implementation available.
Prepared legislative checklist based on ICPD, CEDAW and other national and international commitments to guide the review of all legislation impacting women rights in the country available based on feedback from relevant feedback.
Designed complaint redressal mechanism for National Commission on the Status of Women, on women rights violations and drafted Rules to address such complaints.
Reviewed Pakistan's policy, legislation and international commitments on Child Rights and Justice with Children.
Held consultation to review the laws and rules.
Drafting following Amendment Acts and Rules:
Provided legal advice to UN employees (FAO and WPF) on criminal trial procedures under national laws, recording of their statements before the Police and Court in line with the advice received from FAO LEG.
Advised FAOR and witnesses on legal issues such as implications of domestic laws and the issue of diplomatic immunities.
Represented FAO employees before local courts of law including Magisterial Court, Sessions Court, and Islamabad High Court.
Represented the Complaints (FAO Employees) in local criminal courts in trial proceedings and got the accused persons convicted.
Provided legal advice on criminal investigation and assisted ICT police for conducting criminal investigation in a matter where FAO female employees came under sexual assault.
Coordinated with Legal Departments of FAO and WFP for matters relating to diplomatic immunities and appearing before the local courts
Coordinated with UNDSS, as a focal person for FAO, for planning and development of material for ‘Security Training for Women in Pakistan’.
Participated in meetings conceptualizing women in agriculture programs from standpoint of Law and Development.
Provided legal advice on national legal framework pertaining to women rights and protection
Provided legal advice and contributed improve policy and legislation for resolving the food security issues in Pakistan.
Provided mediation services and conducted settlement negotiations for contractual disputes and resolved years’ long disputes with a vendors and provided legal advice on procurement matters.
Conducted desk review regarding food standards and regulatory regime and consequently drafted Pakistan Food Authority Bill, 2021.
