The Intelligent Project Automation System (iPAS) was implemented to address the challenges faced by the M/o PD&SI in initiating appraisal processes and issuing authorizations to approved projects. The primary goal was to streamline operations, manage burgeoning workloads, and provide insight into the national development scenario. The project aimed to automate the processing of PC-Is/PC-IIs documents, leveraging modern tools and technologies to enhance efficiency and effectiveness.

To ensure comprehensive automation and streamline the project processing cycle, the PC-I/II Automation System has been integrated into iPAS. This system enables executing agencies across various ministries to submit PC-Is/PC-IIs in the form of soft copies. By leveraging iPAS, stakeholders and executing agencies can seamlessly submit project documents, enhancing efficiency and reducing paperwork. The integration of the PC-Is/IIs Automation System further strengthens the digital transformation efforts within the Ministry.


As part of the iPAS implementation, processes for the Development Working Party (DDWP), Central Development Working Party (CDWP), and Executive Committee of the National Economic Council (ECNEC) have been automated. This automation streamlines the decision-making processes at each stage of project approval, from initial appraisal to final authorization. By automating these processes within iPAS, stakeholders can efficiently review project proposals, assess their feasibility, and make informed decisions in a timely manner. This ensures transparency, accountability, and effective governance in the project approval process.

The Intelligent Project Automation System (iPAS) initiative was also launched to address the inefficiencies and challenges faced by the M/o PD&SI in managing its day-to-day tasks related to authorization of funds for approved projects. The existing Excel/Access-based tools were deemed inadequate to meet the high expectations of timely and accurate responses required by the highest echelons of the government. With a development portfolio at the Federal Government level, the workload at the PIP Section was impacting the quality and efficiency of its performance. The iPAS was envisioned as a comprehensive solution linked to existing systems to enable efficient processing of releases and updating the status of development expenditure.


The implementation of iPAS has yielded several significant achievements and outcomes:

  • Automation of PC-Is/PC-IIs document processing: iPAS has streamlined the appraisal process and reduced manual effort significantly.
  • mproved collaboration: The platform has enhanced collaboration between different stakeholders, including the Ministry's technical and economic sections, project executing agencies, and the IT Wing.
  • Real-time insights: iPAS provides real-time insights into the national development scenario, enabling better decision-making.
  • Workload management: The system has eased the management of burgeoning workloads in the PIA Section, allowing staff to focus on value-added tasks.
  • Transparency and efficiency: iPAS has enhanced the transparency and efficiency of project processing, reduced delays and improving accountability.
  • iPAS streamlined the fund authorization process, reducing manual efforts and processing time. This enabled the PIP Section to handle a higher volume of tasks efficiently
  • The automated features of iPAS minimized errors and inconsistencies in data entry and reporting, ensuring greater accuracy in financial tracking and project status updates.
  • With iPAS, the PIP Section was able to provide timely and informed responses to stakeholders, meeting the high expectations set by the government.
  • Integration with existing systems and SAP system facilitated seamless data exchange and reporting, eliminating duplication of efforts and ensuring data consistency across platforms.
  • iPAS helped alleviate the workload burden on the PIP Section by automating repetitive tasks and streamlining workflows, leading to improved overall performance.
  • To facilitate the electronic transmission of information and documents through iPAS, standardized operating procedures (SOPs), practices, and necessary security mechanisms have been developed. These SOPs outline the protocols for document submission, review, and approval within iPAS, ensuring consistency and compliance across all processes. Additionally, robust security mechanisms have been implemented to safeguard sensitive project information and prevent unauthorized access or data breaches.
